I don't have a diagram of the Zanussi ZCFF7/5W fridge freezer available, so I cannot say if it is easy to replace the PCB on this model or not. Also without having the fridge freezer in front of me I can't say for sure if you need a PCB or not. In any case, for your reference, the PCB for this fridge is available a much cheaper to what the engineer quoted you.  I've included some diagnostic and repair videos that might be of interest to you, down below.
