When your Samsung washing machine shows a 3E error code, it usually means there's a motor problem. Before you order a new motor, you need to be 100% sure it's the motor that's faulty. Your description says the armature isn't scuffed and the commutator lugs are fine.

Check the wires from the motor plug to the carbon brushes. Do a continuity check because sometimes there's a thermal fuse inside the motor that can blow. This usually happens if there's an issue with the carbon brushes. You mentioned the carbon brushes are in good condition. As long as they have about a centimetre of length and the tips aren't charred, they're likely fine.

The printed circuit board could also be faulty, but you should bench test the motor to be certain. I've included an exploded diagram below showing all parts for your machine model ending in /EU with identification numbers ending in zeros. Make sure to use the full model number when following the link in the sidebar since there are two models of your machine.
