E13 is a pump problem. The pump may be faulty or it may just be blocked. Remove the lower panel from the machine to access the pump and remove the filter cap. Check for any debris inside that may be blocking the properer from rotating freely. If it is free and still doesn't pump out the water you will need to replace the pump.
