Has been failing to clean the dishes on the top shelf. Now altogether failed. Water fills up, then goes quiet, after about an hour, drains off. But program does not finish. Seems like a circulation motor fault - is this the capacitor or something else?

This sounds like you have a problem with the main motor. There is a service kit available for it and it is a common fault that the head of the motor called an impeller can shred.
