Sorry to hear about the problem. It sounds like the fan you hear running all the time is the oven's cooling fan. This is likely because the thermostat is faulty. Normally, this thermostat turns on if the cooker gets too hot, keeping the electrics cool in the cavity below the hob.

If the thermostat is faulty, the fan motor will run constantly. The only way to stop it is by turning off the power. Usually, this thermostat activates at around 70 degrees and keeps running until the cooker cools down below that temperature, then it stops and disconnects the fan motor.
