I will try and help with your Hotpoint RLA64 Fridge problem

This being a very simple Fridge, the only thing that can be causing this is a faulty thermostat. Since you already replaced it, all I can think of is the capillary tube is not fitted all the way into position. The end of it needs to sit right next to or touching the refrigeration pipe. I would double check that.
