Good morning, John. Sorry to hear about the problem with your Hoover tumble dryer. Let's go through this step by step. If your drum isn't turning and you hear a buzzing sound, it usually means there might be a motor fault or an issue with the capacitor. Since you've already changed the capacitor, have you tried turning the motor by hand?

The motor has two fan blades, one at the front and one at the back. The diagram below shows all the components of the machine. I suggest taking the belt off the drum to see if the machine works without it. Sometimes, a seized drum can be caused by misalignment on the front panel.

The drum sits on roller wheels and felts. Make sure these are clean and not worn out. Also, check the back bearing. Without seeing the machine, it's hard for me to tell exactly what's wrong, but check each component slowly.

Once the belt is off the motor, you can try turning the drum by hand. Some Hoover tumble dryers are stiff when rotating, so it will be harder to push the drum if the belt is on.
