if you have checked the element and also the NTC sensor then it is a possibility that the circuit board is faulty​,​ also check the wiring going to the circuit board from the NTC sensor and heating element​. ​the Last thing that you can check is the relay that controls the heating system on the circuit board, I have not done a video on washing machine relay​s yet but I have included a video below that is is on a tumble dryer which has a faulty relay you need to watch the video from about 10 minutes into it then I will explain how relays work and also how to check them as this part will normally only cost you a few pounds compared to the cost of a complete circuit board this is a huge saving for a small amount of work.
